to me, it's really academic at this point which is going to emerge the winner. Prohibiting export of essential stuff like petrol and food is easily politicised and requires only a riot or two, some media coverage and some government intervention. Put simply, any logical government will prefer to see riots in other countries to seeing a riot in their own country.
Clear losers in this are countries with neither means of producing or buying, oil, food & water. In Singapore, there are definitely no means of producing all of the above in a manner that would be self sustaining. Therefore, SG relies on the latter and how the sg government safeguards this is through diversification of suppliers and sources. If SHTF scenario happens here, despite all the careful planning, i am of the opinion that most of the people will be wiped out because SG relies (heavily on) external sources, which may not always reliable. But those who survive, may not necessarily be those with $$$ and power... I don't think the govt will be so short sighted to just use these criteria for selection.
